Gilderoy Lockhart, as most of you know, is suffering the ill effects of an improperly placed memory spell. We here at St. Mungo's feel that allowing him to participate in this journaling project may help him to piece together bits of his memory. Hopefully, by allowing him to record his thoughts for further reference, he can establish some means of recollection. However, as you also know, it is probably hopeless.
