Well she says she's in love with all "stools" equally, so perhaps it's metaphorical for all the Weasleys.

Curse Luna for being purposely ambiguous! She doesn't say a Weasley, or Weasleys; she says "Weasley" in the kind of way that animous students refer to eachother by their last names. Only, Luna isn't one to show any ill feelings as such. She pretty much admits to having feelings for Ginny at the end, but the "and then some" and the response she gave Ron about head bumping (sometimes you sit on a stool and get hurt--hurt feelings when they aren't returned?) makes me understand that her feelings are for both, albeit moreso for Ginny.
