Well, if you were a Weasley, screaming 'YES!' would be appropriate.
If you were a Malfoy however, looking smug would carry the day.

Oh, I'm good at making connexions between strange and seemingly disconnected things. :)
I opened my copy of The Annotated Alice for the correct quote, and apparently it's not the tea that's twinkling, but the tea tray (as per previous chapter):
Twinkle, twinkle, little bat!
How I wonder what you're at!

Like a tea-tray in the sky.
