It seems like he's trying to make an effort to acknowledge all of them. He thanked Seamus, told Ron he got the flowers and then also said, "All right," to Ron's "sorry."

Oh wow, that makes so much sense. But you know, at least they sent something. Draco and Millicent were not the nicest people to the Weasleys. I can understand why they would only have sent a pansy. I believe that's more than Draco and Millicent did for George--but then again, Pansy deserved better than that, I mean, she planted a tree for him.
I'm almost certain that Draco once ranted that no one would plant a tree for a Slytherin if a Slytherin died, or that Gryffindors get better treatment than Slytherins and no one would care if a Slytherin died. Unfortunately, I can't find where he said that.

Yeah, Draco said that in an exchange of comments with Seamus, IIRC. It's almost ironic that he's been disproven in the wake of an event that would more likely make everyone turn against the Slytherins -- or Draco, specifically. Instead he's been receiving gestures of condolences from Ron and Ginny Weasley, whom one would expect to spit in his face.
