Um. I actually had typed out half an answer to this and then left it to go read UL12, and now I'm back and there's been a Weasley invasion.
But I used to think that it was one extremely talented person. And then I found that the title here reads "RPGs: Nocturne Alley (Fred)." So no, I'm not completely sure. But isn't it the unsureness that makes NA what it is? :D
