Okay, so he's quoting Les Mis (the play), Eponine's song as she walks along thinking of Marius...only presumably he's thinking of Narcissa.

He's got two loose ends to tie up...Narcissa and Draco was my first thought. I could be wrong, of course. Fred and Charlie...but it's hard to think of Charlie as a loose end.:-(
