The House-Elf Outreach Programme (or H.O.P.) is still in its early stages of development. Its purposes are as follows:

To help secure paying jobs or friendly, warm families for freed house-elves

To rally for, help develop, and find suitable locations and instructors for the education of house-elves

To provide counsel and hope for house-elves distraught over suffering abuse, freedom, or prejudice

To provide academic and magical enrichment that is essential for house-elves if they wish to pursue non-labour positions, the House-Elf Outreach Programme will work with the elves, their employers, educators, and communities throughout wizarding United Kingdom, and perhaps, later, the world! I am currently putting together a presentation for Professor Albus Dumbledore to propose that Hogwarts offer courses for house-elves in its unused classrooms.
